You need to better describe what you are modeling. What depends on time (for real, not in model): {x}, {y}? on space? Space is discrete, but is it finite? Can 'locations' be described by a number (e.g. some distance)?
Do you have a specific reason for asking this question abstractly? If you can try both policies and compare them, why not just do this to directly answer the question?
You say the output would be: class, center_x, center_y, width and height. There may be a minimum size (threshold) for what you see to be meaningful, and this value may be different for an old man compared to a young woman: a different threshold.
